House of Representatives should make redistricting process information publicly available and allow citizens to submit public comment and redistricting plans.

House must hold a public hearing on the final proposed redistricting plan before voting.

Representative districts should be contiguous, nearly equal in population, bounded by major roads or natural boundaries, and not favor any person or political party.

House must comply with the Voting Rights Act when creating representative districts.

Redistricting process must be completed by June 30, 2011.
