Recognizes April 28, 2011 as "Workers Memorial Day" to remember workers killed or injured on the job, observed annually since 1989 by AFSCME and AFL-CIO unions.

Acknowledges that 105,497 workers suffered fatal work injuries between 1992 and 2009 (excluding September 11th attacks).

Notes that more than 700,000 workers suffer from repetitive strain injuries annually, identified as the nation's biggest job safety problem.

Supports AFSCME and AFL-CIO efforts to promote stronger workplace safety protections, better standards and enforcement, and fair compensation for injured workers.

Directs presentation of the resolution to Delaware State AFL-CIO, AFSCME leadership, and the Delaware Secretary of Labor.
