Creates the Delaware School Construction Working Group to evaluate the School Construction Planning Committee and school construction cost data

Working Group membership includes two State Representatives (one from each party), Secretary of Education (serving as chair), Director of Office of Management and Budget, three school district superintendents (one from each county), and representatives from construction industry associations

Requires examination of how the Committee's past recommendations have impacted voluntary school assessments and construction cost formulas, and why these vary among counties and municipalities

Mandates review of the methodology used to determine school construction costs and whether Committee membership adequately represents all affected stakeholders

Joint report with findings and recommendations due to the Governor and General Assembly by January 15, 2013
