Calls for the 2010 redistricting process for the Delaware House of Representatives to be open and transparent with public participation.

Requires that all drawing of district lines and grouping of Census Tracts be discussed and explained in public forums with appropriate public notice.

Directs the Legislative Council to provide information on the computer programs and census data used in redistricting.

Ensures opportunities for citizens and redistricting plan proponents to present plans publicly to the House and relevant committees before final plans are voted on.

Establishes that redistricting objectives should prioritize fairness in numerical equality of represented persons per district and equal opportunity for candidates balanced by party, race, and ethnicity.
