Requires the Delaware Interscholastic Athletics Association (DIAA) to adopt rules and regulations for recognition and management of student athletes with concussions, effective no later than the 2012-2013 school year.

Mandates each student athlete and parent/guardian annually sign and return a concussion information sheet designed by the Association before initiating practice or competition.

Requires all coaches to complete concussion training on a timetable and curriculum established by the Association.

Requires student athletes suspected of sustaining a concussion or exhibiting concussion symptoms to be immediately removed from play until assessment by a qualified healthcare professional or medical clearance.

Requires written clearance for return to play after a concussion to be signed only by a physician (Doctor of Medicine or Doctor of Osteopathic Medicine).
