Limits the jurisdiction of bailiffs, judicial assistants, and court security officers from countywide authority to only courthouse buildings and real property used for judicial functions

Grants these officers peace officer powers including the power to make arrests in criminal cases, but only within courthouse facilities

Removes the requirement that peace officer appointments for these positions be recorded with the county recorder of deeds

Applies to officers in the Superior Court, Court of Common Pleas, and Family Court systems under Title 10 of the Delaware Code
