Replaces Chapter 73, Subchapter I of Title 15 Delaware Code with new provisions governing special elections to fill U.S. House vacancies.

Governor appoints the election date at their discretion, either before or on the same day as the next general election.

Governor must issue writs of election to county election departments at least 60 days before the election date.

Political parties with at least 1/10th of 1 percent of registered state voters may nominate candidates by submitting certificates within 7 days of writ issuance.

State Election Commissioner shall notify the public within 10 days through newspapers; county election departments may combine districts and must assign 2-5 voting machines per voting district with sufficient election officers; Office of Management and Budget must transfer election funding within 5 business days of writ issuance.
