Increases the number of times applicants may attempt the professional engineer examination from 11 to 13 attempts before reapplication is required.

Establishes immunity from civil and criminal liability for the Council and its committees when acting in good faith without gross negligence, with representation provided by the Attorney General's office.

Requires professional engineers to report out-of-state discipline to the Executive Director of the Delaware Association of Professional Engineers within 60 days of the final disciplinary order, with failure to do so constituting grounds for disciplinary action.

Allows the Council's investigating committee to initiate disciplinary proceedings based on firsthand knowledge or member information and belief, not just written accusations, while requiring strict confidentiality of investigation details.

Designates the Association, Council, and its committees as "public bodies" subject to the Delaware Freedom of Information Act and makes certain application and disciplinary records available for public inspection.
