Replace "Governor's Advisory Council on Planning Coordination" with "Cabinet Committee on State Planning Issues" throughout Titles 9, 22, and 29 of the Delaware Code.

Require counties and municipalities to submit comprehensive plan updates to the Cabinet Committee on State Planning Issues no later than five years after adoption of the current plan, with ability to request extensions by providing written notice 90 days prior to deadline.

Establish annual reporting requirements for local planning agencies to submit implementation progress reports to the Office of State Planning Coordination, due on each plan anniversary until January 1, 2012, then due by July 1 annually starting July 1, 2012.

Create the "Strategies for State Policies and Spending" document as the primary state policy guide for land use goals and directing state spending, updated at least every five years, while preserving county and municipal autonomy over land use designations.

Authorize the Cabinet Committee to prescribe format and guidelines for county reports, with the Office of State Planning Coordination providing technical assistance and grant funding to local governments for planning activities consistent with state policies.
