Replaces "Gaming Control Board" with "Board of Charitable Gaming" throughout Chapters 11, 15, and 18 of Title 28.

Replaces the word "gambling" with "gaming" throughout the chapters, except in Sections 1150, 1822, and 1832(c).

Authorizes the Board of Charitable Gaming to regulate and license third party vendors, with criminal background checks required for vendor officers and proof of valid Delaware business licenses.

Requires the State Lottery Office to transfer funds to the Division of Professional Regulation for contractual investigators to conduct inspections and investigations.

Restructures the Board membership to include the Director of the State Lottery Office (or designee), a non-profit/charitable organization member, a Delaware Volunteer Firefighter's Association member, and two public members.
