Requires insurance carriers to reimburse SBHCs for covered services at the same average rate paid to in-network providers for identical services, treating SBHCs as network providers.

Prohibits SBHCs from charging co-pays or out-of-pocket fees to students except as required by Division of Public Health regulations.

Exempts SBHC services from explanation-of-benefits requirements when parents consent to confidential use; carriers must only inform parents of financial impacts without disclosing service details.

Directs Division of Public Health to issue regulations governing SBHC integration into the healthcare system, including reporting to primary care providers, vaccination promotion, and student medical information privacy with effective date of 6 months from enactment.
