Allows disabled veterans to obtain a special license plate that qualifies them for disabled parking accommodations under § 2134 of the Delaware Code if they provide proof of disability.

Requires special license plates issued under this provision to display the internationally recognized wheelchair symbol of access in addition to the veteran's disability designation.

Permits the Department of Motor Vehicles to adopt rules and regulations necessary to implement the combined application process for disabled veteran license plates with disability parking benefits.

Eliminates the need for disabled veterans to choose between displaying a Disabled American Veteran plate or obtaining a separate disabled parking placard (rearview mirror hang tag).

Consolidates two separate application and licensing processes into one, reducing state resource use and providing greater convenience for veterans with service-connected disabilities requiring special parking accommodations.
