Replaces Delaware's endangered species law with a comprehensive new Chapter 6 governing the conservation and protection of threatened and endangered species in the state.

Grants the Secretary of DNREC authority to designate species as endangered or threatened based on scientific investigations, automatically listing federally endangered and threatened species, and permits the Secretary to designate additional state species based on biological criteria.

Prohibits the direct take of threatened or endangered species and continues existing bans on importing endangered species hides/parts and selling endangered species skins, bodies, or animals; violations are Class A environmental misdemeanors.

Authorizes DNREC to establish conservation programs including acquisition of land and aquatic habitats and conservation agreements to protect endangered and threatened species, while prohibiting restrictions on private property use or development.

Permits DNREC to withhold disclosure of maps and location information for endangered species habitat if disclosure would create unacceptable risk of harm, while allowing specific exemptions for mosquito control, wildlife rehabilitation facilities, and public health declarations.
