Removes the specific "less than 3-foot distance between adjacent wheels" language from motorcycle licensing requirements and replaces it with a reference to the vehicle definition in Title 21, §101(32).

Requires operators of 3-wheeled motorcycles to obtain a motorcycle endorsement on their driver license and pass knowledge and skills tests administered by the Department.

Persons passing the examination on a 3-wheeled motorcycle receive a motorcycle endorsement with an additional restriction limiting operation to 3-wheeled motorcycles only.

Grandfathers existing 3-wheeled motorcycle operators whose vehicles were registered prior to the effective date, waiving examination requirements but still requiring them to obtain the motorcycle endorsement with 3-wheeled restriction.

Takes effect 180 days after enactment.
