Establishes a mathematical formula for calculating minimum dog enclosure space: (length of dog in inches + 6) x (length of dog in inches + 6) x 2 = required floor space in square inches, replacing reference to federal regulations.

Requires dog houses used as winter shelter to include dry, water-resistant materials such as straw or hay and a door flap; prohibits leaving dogs outside during hurricane warnings, tropical storm warnings, heat advisories, blizzard warnings, flood warnings, or tornado warnings.

Sets minimum tether length at the lesser of 10 feet or 3 times the dog's length; prohibits tethering dogs under 4 months of age and prohibits overnight tethering between 11:00 p.m. and 6:00 a.m. unless for less than 15 minutes.

Prohibits tethering with pinch-type, prong-type, or choke-type collars, or with inappropriate attachments that fail to fit properly or inhibit free movement.

Specifies exemptions from space requirements for temporary crating, veterinary offices, temporary kennels (under 2 weeks), and licensed retail dog outlets during normal business hours.

Requires dogs kept primarily outdoors to have access to spill-proof water receptacles and running water on the property.
