Amends the Public Officers and Employees Healthcare Insurance Program by adding new paragraph (h) to Section 5202(b) of Title 29, Delaware Code.

Restricts survivor coverage for deceased pensioners receiving benefits under the State Employees' pension plan (Chapters 53 and 55), State Police pension plan (Title 11, Subchapters II and III of Chapter 83), and State Judiciary pension plan (Chapter 56) to the survivor and eligible child dependents only.

Provides a grandfather clause allowing remarried surviving spouses of deceased pensioners who were receiving state-funded health benefits as of the enactment date to continue receiving those benefits for their spouse.
