Establishes "synthetic cathinones" (bath salts) as Schedule I controlled substances under §4714(f), listing 17 specific compounds including mephedrone, MDPV, methylone, naphyrone, flephedrone, methedrone, ethcathinone, ethylone, butylone, and alpha-PVP with their chemical names and alternative designations.

Expands the definition of "designer drug" in §4701(9) to include cannabinoids, cathinones, and any synthetic analogue of controlled substances, clarifying coverage of novel substances that replicate controlled substance effects.

Creates tiered quantity thresholds for Schedule I controlled substances not otherwise specified in §4751C, ranging from 12.5+ doses/2.5+ grams (lowest tier) to 62.5+ doses/12.5+ grams (highest tier) for penalty determination.

Amends §4751C penalties sections (1) through (5) to apply tiered quantities to designer drugs and other unlisted Schedule I substances as described in §4714.
