Establishes home invasion as a class A felony in Delaware Code Title 11, defined as knowingly entering a dwelling while armed with a deadly weapon and committing specified serious crimes (robbery, assault, rape, murder, manslaughter, or kidnapping).

Requires a mandatory minimum sentence of life imprisonment at Level V without probation or parole for any second conviction of home invasion.

Mandates that any person age 16 or older charged with home invasion must be tried as an adult, regardless of other Delaware Code provisions.

Amends Delaware Code § 829 to include home invasion in the definitions section relating to criminal trespass and burglary.

Includes a severability clause ensuring that if any provision is found invalid, the remaining provisions remain enforceable.
