Transfers administration of the Animal Welfare License Fund from the Department of Natural Resources and Environmental Control (Division of Fish and Wildlife) to the Department of Agriculture (Poultry and Animal Health Section)

Consolidates fund administration with the existing Delaware Spay/Neuter Program already managed by the Department of Agriculture

The Animal Welfare License Fund receives revenue from a $50 one-time fee and supports low-cost spaying/neutering services and nonprofit animal shelters

Changes the Fund Committee chairperson from the Secretary of DNREC to the Secretary of Agriculture

Fund Committee continues to include representatives from Kent County SPCA, Delaware SPCA, Delaware Humane Association, and the State Veterinary Board President
