Establishes the Delaware DREAM Act to permit undocumented students to qualify for in-state tuition rates at public institutions in Delaware (University of Delaware, Delaware State University, and Delaware Technical and Community College).

Requires students to have attended a Delaware public or nonpublic secondary school for at least 3 years and graduated or received a high school diploma equivalent in the state.

Requires applicants to be under age 35, have entered the United States before age 18, and have no felony convictions.

Makes eligible students who meet DREAM Act criteria able to participate in the Delaware SEED program and Inspire Scholarship Program for grant consideration.

Requires each public institution to adopt policies, rules, and regulations to implement the DREAM Act provisions.
