Replaces the Mayor's Court with an Alderman's Court structure, with positions for an Alderman and Assistant Alderman appointed by the Governor and confirmed by the Delaware State Senate.

Establishes a two-year term of office for both the Alderman and Assistant Alderman, with reappointment decisions made by Town Council majority vote at least 30 days before term expiration.

Sets qualifications requiring appointees to be at least 21 years old, U.S. citizens of good character, Sussex County residents, and not Town Council members or town employees.

Grants the Alderman and Assistant Alderman jurisdiction over breaches of peace and violations of town ordinances, with authority to impose fines up to $500, imprison for up to 30 days, or both.

Requires separate court facilities and staff independent from conflicting town operations, monthly reporting of fines to Town Council, and compensation fixed by Town Council that cannot be contingent on fines collected.
