Changes minimum age requirement for Town Council members from twenty-one years to eighteen years at the time of nomination.

Replaces detailed local election procedures with reference to Delaware Code Title 15, Chapter 75 (Municipal Elections), allowing state law to govern conduct of Town elections and absentee voting.

Defines qualified voters as U.S. citizens at least eighteen years old who have resided in Town for at least thirty days prior to election and are registered as required by law.

Requires Council candidates to be at least eighteen years old, have resided in Town for at least one year before election, be qualified voters, and have no felony convictions.

Establishes first Saturday in February as the election date for Town Council, with poll hours to be set and announced by Town Council.
