Require agencies to hold public hearings for the full advertised time period, preventing early adjournment when a specific ending time is announced in the hearing notice.

Extend the public written comment period to a minimum of 15 days following the conclusion of any public hearings on a proposed regulation, in addition to the existing 30-day comment period after publication.

Apply these requirements to all agency regulations that are required by law to hold public hearings or when an agency discretionally determines to hold public hearings.
