Creates new craft distillery license under Delaware law allowing manufacturers to produce and sell spirits up to 750,000 proof gallons annually per establishment.

Permits craft distillery licensees to manufacture spirits for other licensed persons, sell by bottle or glass for on-premises and off-premises consumption (limited to 1 case per retail customer per day), and sell food, souvenirs, and educational materials on premises.

Allows craft distillery licensees to own or operate affiliated microbreweries, farm wineries, and brewery pubs within Delaware, but prohibits ownership of other manufacturers or importers of alcoholic liquor.

Exempts craft distillery licensees from distance requirements for establishment locations and allows Sunday sales during hours permitted for spirits store sales, while remaining closed on Thanksgiving, Christmas, and Easter.

Sets biennial craft distillery license fee at $1,500 and modifies tax provisions to clarify application to manufacturers selling to customers in Delaware.
