Establishes a Prison Educational Unit within the Department of Education to provide educational services for the Department of Correction, staffed by 56.7 FTEs including teachers, supervisors, secretaries, and educational diagnosticians

Requires a minimum of 10 teachers to be Career and Technical Education teachers to provide job skills training to inmates before release from correctional facilities

Teachers and staff must meet public school qualification standards plus obtain Adult Education Certification, complete Department of Correction training before working in facilities, and maintain security classification with refresher training every three years

Sets salary calculations based on public school schedules with hazardous duty supplements for employees working onsite within institutions, and administrative supplements of 4-8% for teacher/supervisors

Requires the Governor's Advisory Council for Exceptional Citizens to conduct yearly reviews of the Prison Educational Program and biennial site visits, with findings included in their annual report
