Prohibits parking unattached trailers, semi-trailers, or recreational trailers on highways within residence districts in New Castle County

Maintains existing restrictions on oversized motor vehicles (over 276 inches long, 96 inches wide, 120 inches high, or exceeding 10,000 pounds gross vehicle weight)

Requires motor vehicles with attached trailers to be parked immediately and entirely adjacent to the owner's property in residence districts

Clarifies that service vehicle exemptions only apply when the vehicle is parked immediately and entirely adjoining the property being serviced

Preserves exemptions for delivery trucks, moving trucks, public utility vehicles, cable television service vehicles, and municipal vehicles performing work or on emergency call
