Amends Delaware Code § 313(b) to allow public inspection of accident report information when it is for researching vehicle history, does not contain identifying information about reporting persons or victims, and the Department of Safety and Homeland Security determines it promotes public safety interests.

Amends Delaware Code § 4203(e) with identical conditions allowing public inspection of supplemental collision reports filed by drivers or police departments under the same three-part test.

Maintains existing protections that accident reports remain confidential and inadmissible as evidence except to prove compliance with reporting requirements.

Enables the state to share non-identifying vehicle history information with vendors such as CarFax to provide consumers with accident history data when purchasing pre-owned vehicles.
