Requires written disclosure to all prospective buyers in developments with affordable housing units at least 7 days before contract execution, detailing financial and placement impacts of fixed price units.

Mandates four notarized copies of the disclosure document: one to the local government (within 7 days of signed contract), one to the buyer, one to the sales agent, and one retained by the developer.

Disclosure must include number of fixed price units in the development, any subsidies through increased maintenance fees, and real estate terms of "regression" and "progression" related to unit placement.

Directs the Delaware Real Estate Commission to develop a standard disclosure form consistent with existing seller's disclosure requirements under Title 6, §578 of Delaware Code.

Delegates enforcement and penalty authority for non-compliance to municipal and county governments.
