Extends taxicab licensing requirements to limousine drivers, requiring both to obtain endorsements on their driver's licenses from the Department of Motor Vehicles.

Establishes qualification requirements for taxicab and limousine drivers including: minimum age 18 with 1 year driving experience, valid driver's license, and no disqualifying criminal convictions or moving violations in the preceding 5 years.

Prohibits licensing for applicants convicted of controlled substance offenses, crimes against children, Class A or B felonies, felony homicides, felony sexual offenses, or felony public administration crimes involving bribery.

Requires completion of an approved defensive driving course within 30 days of endorsement issuance, with automatic rescission if not completed.

Authorizes national and state criminal history background checks including FBI records, and establishes requirements for out-of-state taxi and limousine drivers to provide driving records and criminal background checks to employers annually.
