Removes the sunset provision from the Community Firearm Recovery Program that was set to expire on July 1, 2012, allowing the program to continue indefinitely subject to future appropriations.

Establishes the "Firearms Recovery Fund" and grants the Fund to Combat Violent Crimes Committee authority to review and equitably distribute appropriated funds to law enforcement agencies implementing firearm buy-back programs.

Authorizes participating law enforcement agencies to select sites and designate dates for firearm surrender events where individuals can exchange firearms for predetermined monetary compensation, gift certificates, or coupons.

Allows recovered firearms to be disposed of through sale or transfer to federally licensed firearms dealers or through destruction, as determined by the Secretary of Safety and Homeland Security through rulemaking.

Recognizes the success of the initial December 2011 pilot program held in Wilmington that recovered over 2,000 weapons and establishes an ongoing process for multiple agencies to request and receive funding for community firearm recovery events.
