Expands identification requirements for school districts to locate and evaluate children with disabilities, including homeless children and wards of the State.

Adds new subsection requiring school districts (excluding vocational school districts) to identify, locate and evaluate children with disabilities enrolled in private schools within their jurisdiction.

Changes legal requirement language from singular "is in need" to plural "are in need" for consistency with plural subject matter.

Modifies attorney qualification requirement for hearing panel members to include attorneys admitted to practice and in good standing with the bar of any state, rather than only those admitted in Delaware.
