Aims to increase enrollment in the program, which currently covers only 45% of eligible children in Delaware and has declining participation.

Removes a financial barrier to enrollment for working poor families facing costs for housing, utilities, transportation, child care, and food.

Includes incentives for participants to use health services responsibly and encourages private employers to provide or maintain health insurance coverage for employees.
