Establishes an "electronic procurement advertising system" that state agencies must use to publish public notices of contracts subject to advertising requirements.

Requires all state procurement notices for materials, non-professional services, and public works contracts to be published electronically for two consecutive weeks in addition to newspaper publication.

Mandates professional services contracts be announced through electronic posting on a designated State of Delaware website for two consecutive weeks.

Requires electronic posting of public body meeting notices and regulatory hearing notices on a state website approved by the Registrar of Regulations by May 1, 2013.

Authorizes counties and municipalities to use the state electronic procurement advertising system and other designated state websites for their public notices and bid postings, with fees set to reasonably reflect the Government Information Center's costs.
