Eliminates the separate Council on Archives by transferring its duties to the Delaware Heritage Commission, which will now serve as the state historical records advisory board.

Restructures the Delaware Heritage Commission from appointed terms with fixed expiration cycles to staggered 3-year terms with no more than 5 members' terms expiring in any calendar year.

Makes the Director of the Delaware Public Archives a voting ex officio member of the Commission (instead of nonvoting) due to administrative duties overseeing the Delaware Heritage Office and responsibilities to the National Historical Publications and Records Commission.

Removes the Executive Director position from the Delaware Heritage Office and transitions the office under direct administrative authority of the Director of the Public Archives, with personnel hired through merit system processes.

Adds authority for the Commission to issue grants for projects related to Delaware heritage and authorizes the Commission to identify sites for preservation or restoration.
