Creates four electoral wards within Georgetown with specific geographic boundaries; Mayor and Council members elected for two-year terms with staggered elections in even and odd years.

Establishes comprehensive municipal powers including taxation (limited to 10% of assessed real estate value), water and sewer systems, public safety, street management, and borrowing authority (limited to 75% of assessed property value).

Sets election procedures including voter qualifications, candidacy filing deadlines, Board of Elections composition, absentee voting provisions, and a 30-day time limit to challenge election results.

Specifies financial procedures including fiscal year (May 1 - April 30), annual budget requirements, tax collection authority for the Town Manager, and audit requirements; also authorizes tax increment financing and special development districts.
