Moves the earliest opening time for package stores selling spirits, wines, or beer from 9:00 a.m. to 8:00 a.m. on all days other than Sundays.

Allows package stores to open at 11:00 a.m. on Sundays instead of noon, with closing time at 8:00 p.m.

Requires package stores to remain closed on Christmas Day and Easter Sunday regardless of other provisions.

Permits municipalities with populations of 50,000 or more to limit Sunday sales to a maximum of 4 hours by ordinance.

Maintains existing restrictions on sales between 1:00 a.m. and the new opening times, and preserves holiday sales prohibitions for on-premises consumption establishments.
