Adds definitions to the Freedom of Information Act including "FOIA," "FOIA Coordinator," "FOIA Request," "FOIA Request Form," and "Requesting Party"

Requires all state agencies and public bodies to implement a FOIA policy, develop a web portal for receiving requests using a standard form promulgated by the Attorney General, and designate a FOIA Coordinator as a point of contact

Establishes a 15 business day response deadline for FOIA requests, with allowance for additional time when requests involve voluminous records, require legal review, or records are in storage or archived

Sets standardized fees for copying: first 20 pages free (black and white standard sized); $0.10 per sheet for additional standard copies; specific rates for oversized and color copies; and administrative fees for requests requiring more than one hour of staff time, billed at the lowest-paid employee's hourly rate

Requires FOIA Coordinators to maintain detailed tracking documents for all requests including requestor information, deadlines, responses, fees assessed, and individuals involved in processing
