Permits the Family Court and Court of Common Pleas to temporarily assign retired Commissioners to active duty at the designation of each court's Chief Judge with approval from the Chief Justice of the Supreme Court.

Requires retired Commissioners to have been serving in good standing at retirement, consent to the assignment, and have no conflicts of interest including private law practice, state office, or state employment.

Compensates assigned retired Commissioners on a per diem basis calculated as 1/260 of the annual Commissioner salary, with per diem capped at the maximum for retired judges under 29 Del. C. §5610(b) and total annual compensation not to exceed current Commissioner salary.

Provides for reimbursement of travel expenses necessarily incurred for performing active duty as approved by the Chief Judge.

Authorizes court expenditures for this program from appropriated funds or other court funds approved for this purpose.
