Establishes the Omnibus School Safety Act requiring all Delaware public schools and charter schools to develop Comprehensive School Safety Plans (CSSPs) that are National Incident Management System (NIMS)-compliant and coordinated with local first responders.

Assigns the Department of Safety and Homeland Security operational responsibility for leading CSSP development, providing assistance to schools, reviewing and certifying plans, and adopting Emergency Preparedness Guidelines.

Requires each school and district to create a school safety team, collaborate with the Department and first responders to develop and submit a CSSP, and conduct at least one critical incident exercise annually and one tabletop exercise every two years.

Authorizes Capitol Police to develop, implement, maintain, exercise and update CSSPs pursuant to the new statutory framework.

Mandates full implementation and operation of the Act within five years of enactment, with the Secretary of Safety and Homeland Security providing annual progress reports to the General Assembly until completion.
