Adds State Police Sex Offender Apprehension and Registration (SOAR) unit officers and agents to the list of personnel eligible for line-of-duty death benefits under Delaware Code Title 18, Chapter 66.

Renumbers existing eligible personnel categories (state forest officers, paramedics, sheriffs, court security officers, and emergency management employees) to accommodate the new SOAR unit classification.

Maintains existing coverage for all previously eligible law enforcement and emergency personnel including state forest officers, paramedics, justices of the peace constables, sheriffs, court security staff, and Delaware Emergency Management Agency employees.
