Establishes the Brandywine Valley National Scenic Byway Advisory Board as a permanent body to assist in preserving, maintaining, and enhancing Delaware's first National Scenic Byway, designated in 2005

The Byway includes Delaware Route 52 from Rodney Square to the Pennsylvania line and Delaware Route 100 from its intersection with Route 52 to the Pennsylvania line

Board membership includes representatives from 13 organizations including state agencies (DNREC, Department of State), New Castle County, City of Wilmington, conservation groups, and civic associations, with members serving 3-year terms

Board duties include reviewing regulations affecting the Byway, securing funding for preservation programs, recommending policies, and participating in Corridor Management Plan updates

Requires the Board to submit a biennial report of activities and accomplishments to the General Assembly, starting June 30, 2014
