Amends Section 33 of the Town of Laurel Charter to include impact fees in the list of charges that create liens against real property.

Specifies that impact fees are subject to lien provisions whether they are payable in full immediately or deferred in whole or in part.

Maintains that impact fee liens have first priority status and preference over other liens on real estate for a period of 10 years from the date the charge becomes due.

Applies the same collection remedies available for delinquent taxes to the collection of impact fee charges by the Town Manager.
