Eliminates outdated references to the Board of Correction (eliminated in 1964) and replaces them with references to the Department of Correction and its Bureaus throughout the Delaware Code.

Reorganizes the Department's structure by establishing four Bureaus: Bureau of Management Services, Bureau of Correctional Healthcare Services, Bureau of Prisons, and Bureau of Community Corrections.

Replaces the defunct "Council on Administration of Justice" with the Criminal Justice Council as the appointing authority for three individuals on the Institutional Release Classification Board, with 4-year appointment terms instead of concurrent terms.

Clarifies criminal background screening procedures for prospective Department employees by requiring computerized name searches of NCIC and CJIS instead of fingerprinting procedures.

Removes outdated provisions regarding surety bonds for the Commissioner and other Department employees and eliminates restrictions on cross-gender guard placement in inmate housing units.
