Recognizes Cordrey's contributions to state fiscal stability through two constitutional amendments completed in 1980 establishing a 98% spending cap on general fund revenues and creating a "Rainy Day Fund" budget reserve

Acknowledges Cordrey's role in collaborating with Governor Pierre S. du Pont IV to enact the "Financial Center Development Act" in the early 1980s, which made Delaware a national banking center
