Establishes the Community Firearm Recovery Program (CFRP) to safely remove illegal, unsecured, abandoned, or unwanted firearms from Delaware communities through voluntary surrender.

Participating law enforcement agencies (municipal police, New Castle County Police, Delaware State Police) shall designate surrender locations and dates within three months of receiving funding, offering predetermined monetary compensation or gift certificates for surrendered firearms.

Anonymous firearm surrender is permitted without requiring personal identification at redemption.

Persons participating in good faith on a direct route to a CFRP site receive immunity from criminal prosecution for offenses under Delaware Code Title 11, sections 1442 and 1444.

Program operates as a pilot project contingent on General Assembly funding, with completion required before May 15, 2012, and automatic sunset on July 1, 2012 unless additional appropriations are approved; Secretary of Safety and Homeland Security must report program data to General Assembly by May 31, 2012.
