Requires a two-week public request for proposals (RFP) published on the state marketplace website and in local newspapers, with board approval of selected proposals based on responsiveness and cost considerations

Mandates contracts involving construction include performance bonds, prevailing wage rates for work paid with public funds, compliance with applicable laws and codes, and Department of Education certificate of necessity approval for contracts $1,000,000 or more

Clarifies that state of Delaware's full faith and credit shall not be pledged for any agreements and all project funding must come from available funds with no new appropriations authorized
