Amends the Charter of the Town of Henlopen Acres to require all candidates for Town Commissioner and all serving Commissioners to be eligible to vote in the annual municipal election.

Modifies voter eligibility by removing entity voting rights (corporations, partnerships, limited liability companies) and establishing voting only for natural persons who meet residency and age requirements.

Expands freeholder definition to include individuals who are both grantors/settlers and trustees of valid revocable trusts holding real property within the Town of Henlopen Acres.

Reduces residency requirement for "resident" Commissioners from one year to 30 days immediately prior to the annual election.

Clarifies that the Mayor must be a bona fide resident of the Town for at least one year prior to the annual election, with at least four of seven Commissioners required to be bona fide residents.
