Authorizes the Department of Natural Resources and Environmental Control to regulate, prohibit, or restrict the acquisition, importation, possession, transportation, and release of invasive finfish species in Delaware.

Defines "invasive finfish species" as non-native finfish capable of reproduction in the wild whose introduction or proliferation causes or is likely to cause economic or environmental harm or harm to human health or safety.

Grants the Department authority to prescribe and regulate methods used to take or eliminate invasive finfish species from tidal waters throughout the state.

Addresses current and future risks posed by invasive species such as snakehead fish to Delaware's native aquatic species and their habitats.
