Authorizes the Secretary of State to resolve and compromise claims for abandoned property through voluntary disclosure agreements, waiving the right to seek penalties under §1156 or §1158 except in cases of fraud or willful misrepresentation.

Establishes two deadlines for entities to enter voluntary disclosure agreements: those registering intent by June 30, 2013 receive protection back to 1996 (agreement due by June 30, 2014); those registering intent after June 30, 2013 but by June 30, 2014 receive protection back to 1993 (agreement due by June 30, 2015).

Prohibits the Secretary of State from accepting new voluntary disclosure agreements after June 30, 2014, and from receiving or seeking payment of abandoned property after June 30, 2015.

Exempts entities that previously filed disclosure agreements with the State Escheator on or before June 30, 2012, entities that received examination notices, and entities already referred to the State Escheator from participation in the Secretary of State's program.

Authorizes the Secretary of State to access the Appropriated Special Fund Account for escheat enforcement maintained by the Department of Finance and establishes July 1, 2015 as the sunset date for this Act.
