Adds definition of "CAFO NPDES Program" as the regulatory program for issuing National Pollution Discharge Elimination System permits to Concentrated Animal Feeding Operations in Delaware, established under the Clean Water Act and EPA memorandum of understanding.

Authorizes the Secretaries of the Delaware Department of Agriculture and Department of Natural Resources and Environmental Control to jointly promulgate regulations for the CAFO NPDES Program, including authority to determine which nutrient management plans and documents are made public.

Ratifies the Regulations Governing the Control of Water Pollution (7 Del. Admin. C. Section 7201-9.5) and the Memorandum of Agreement between DDA and DNREC dated December 16, 2010 as fundamental components of the CAFO NPDES Program.

Requires nutrient management plans to include site-specific handling and storage considerations including diverting clean water, preventing leaks, adequate storage, manure handling, dead animal management, chemical handling, and crop residue management.

Permits disclosure and public access to animal waste management plans, nutrient management plans, records of implementation, and reports submitted by permitted concentrated animal feeding operations as determined by regulations.
